工信部：做好规范钢企名单动态调整 严格把关

 据工信部网站消息，工信部发布《进一步做好钢铁行业规范企业动态管理的通知》。《通知》称，规范企业存在变更情形的，于每年5月31日前提出变更申请，经地方工业和信息化主管部门核实后，报工信部（原材料工业司）。中央企业直接报工信部（原材料工业司），工信部将进行变更公告。

    同时，《通知》还要求各地及有关中央企业要加强对已公告规范企业的监督检查，发现并核实存在停产一年以上、整体退出、违规新增产能、违法生产“地条钢”等撤销情形的企业，要实时提出撤销申请。工信部将实时进行撤销公告。要结合当前钢铁行业发展环境的深刻变化，统筹做好本地区和本集团的总量平衡，对企业的相关情况进行认真核实，严格把关，对达不到要求的企业一律不列入《规范条件》企业初审名单。
    《通知》提出，各地工业和信息化主管部门、有关中央企业于9月30日前，组织完成2017年规范企业的年度审查、变更、整改和撤销工作。结合当前工作重点，暂停2017年新增规范企业申请工作，2018年起恢复申请。
    具体通知如下——
    关于进一步做好钢铁行业规范企业动态管理的通知

    各省、自治区、直辖市及计划单列市、新疆生产建设兵团工业和信息化主管部门，有关中央企业：
    根据《钢铁行业规范（2015年修订）》（工业和信息化部公告2015年第35号，以下简称《规范条件》）和《钢铁行业规范企业管理办法》（以下简称《管理办法》）要求，2016年我部启动符合《规范条件》企业的动态调整工作。为进一步做好钢铁行业规范企业的动态管理工作，现将有关事项通知如下：
    一、定期组织已公告规范企业的年度审查
    （一）规范企业要按照《规范条件》和《管理办法》要求，对上一年度保持《规范条件》、情况变更、改进提升等方面进行自查，并于每年3月31日前完成自查报告。自查报告填报和查询工作可依托“钢铁行业规范企业自查报告辅助填报系统”。
    （二）各地工业和信息化主管部门负责本地区企业自查报告初审工作，有关中央企业负责本集团所属企业自查报告初审工作。按照《规范条件》和《管理办法》要求，对企业相关情况进行核实，提出初审意见，于每年5月31日前报我部（原材料工业司），并以光盘形式附企业自查报告。中央企业所属企业自查报告初审意见，需抄送所在地省级工业和信息化主管部门。
    （三）按照《规范条件》和《管理办法》要求，规范企业存在变更情形的，于每年5月31日前提出变更申请，经地方工业和信息化主管部门核实后，报我部（原材料工业司）。中央企业直接报我部（原材料工业司）。我部将进行变更公告。
    二、实时做好已公告规范企业的整改和撤销工作
    （一）各地及有关中央企业要加强对已公告规范企业的监督检查，发现并核实存在停产一年以上、整体退出、违规新增产能、违法生产“地条钢”等撤销情形的企业，要实时提出撤销申请。我部将实时进行撤销公告。
    （二）各地工业和信息化主管部门要加强与有关执法部门的信息沟通，发现并核实存在被执法部门责令整改等情形的企业，实时提出整改申请。我部将进行整改公告，督查有关企业积极整改，吸取教训，持续保持好规范经营。
    三、严格把关开展新增规范企业申请工作
    （一）各地要采取措施出清“僵尸企业”，提高行业集中度，原则上各省（区、市）的规范钢铁企业数量要逐步减少。特别是承诺产能总量控制的地方，要加大工作力度压减钢铁产能和企业数量。
    （二）各地以及有关中央企业按照《规范条件》和《管理办法》要求，于每年5月底前组织新增规范企业的申请工作，要结合当前钢铁行业发展环境的深刻变化，统筹做好本地区和本集团的总量平衡，对企业的相关情况进行认真核实，严格把关，对达不到要求的企业一律不列入《规范条件》企业初审名单。我部将组织专家对申请企业进行核查，对符合规范条件的企业进行公示，无异议后予以公告。

According to the notice, the competent departments of industry and information technology and relevant central enterprises shall organize and complete the annual review, change, rectification and cancellation of enterprises in 2017. In combination with the current work focus, the application work of new standardized enterprises in 2017 is suspended, and the application is resumed from 2018.

The competent departments of industry and information technology of all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan and Xinjiang production and Construction Corps, as well as relevant central enterprises:

According to the requirements of the steel industry code (revised in 2015) (Announcement No. 35 of 2015 issued by the Ministry of industry and information technology, hereinafter referred to as the "specification conditions") and the management measures for steel industry standardized enterprises (hereinafter referred to as the "management measures"), in 2016, the Ministry started the dynamic adjustment of enterprises meeting the "specification conditions". In order to further improve the dynamic management of standardized enterprises in the iron and steel industry, the relevant matters are hereby notified as follows:

1、 Regularly organize the annual review of the announced and standardized enterprises

（1） In accordance with the requirements of the "specification conditions" and the "management measures", the standardized enterprises shall carry out self inspection on the aspects of maintaining the "specification conditions", situation change, improvement and promotion in the previous year, and complete the self inspection report before March 31 of each year. The self-examination report filling and inquiry work can rely on the "iron and steel industry standard enterprise self-examination report auxiliary filling system".

（2） The competent departments of industry and information technology in each region shall be responsible for the preliminary examination of the self inspection reports of the enterprises in their respective regions, and the central enterprises concerned shall be responsible for the preliminary examination of the self inspection reports of the enterprises affiliated to the group. In accordance with the requirements of the standard conditions and the management measures, verify the relevant conditions of the enterprise, put forward the preliminary review opinions, report to our department (Department of raw material industry) before May 31 of each year, and attach the enterprise self inspection report in the form of CD. The preliminary examination opinions on the self inspection report of the enterprises affiliated to the central enterprise shall be copied to the provincial industrial and information technology authorities.

（3） In accordance with the requirements of the specification conditions and the management measures, if there is any change in the specification enterprise, an application for change shall be submitted before May 31 of each year, which shall be verified by the local industry and information technology competent department, and then submitted to our department (raw material industry department). The central enterprise shall directly report to the Ministry of raw material industry. We will make a change announcement.

2、 Do well in the rectification and cancellation of the announced and standardized enterprises in real time

（1） All localities and relevant central enterprises shall strengthen the supervision and inspection of the enterprises that have been announced and standardized, and find and verify the enterprises that have been shut down for more than one year, withdrawn as a whole, increased production capacity in violation of regulations, and illegally produced "Di Tiao steel" and other cancellation situations, and apply for cancellation in real time. We will announce the cancellation in real time.

（2） Local competent industrial and information departments shall strengthen the information communication with relevant law enforcement departments, find and verify the enterprises that are ordered to rectify by law enforcement departments, and apply for rectification in real time. Our department will make rectification announcement, supervise the relevant enterprises to make positive rectification, learn from the lessons, and keep the standardized operation.

3、 Strictly check and carry out the application of new and standardized enterprises

（1） All localities should take measures to clear out "zombie enterprises" and improve the industry concentration. In principle, the number of standardized steel enterprises in all provinces (districts and cities) should be gradually reduced. In particular, where the total capacity control is promised, more efforts should be made to reduce the steel production capacity and the number of enterprises.

（2） All localities and relevant central enterprises shall organize the application of new standardized enterprises before the end of May every year in accordance with the requirements of the specification conditions and the management measures. In combination with the profound changes in the current development environment of the iron and steel industry, they shall balance the total amount of the region and the group as a whole, carefully verify the relevant conditions of the enterprises and strictly check the enterprises that fail to meet the requirements All of them will not be included in the preliminary examination list of enterprises in the standard conditions. Our department will organize experts to check the application enterprises and publicize the enterprises that meet the standard conditions. If there is no objection, it will be announced.
