约75%彩涂生产线处于停产状态！这一地区开展环保大检

2020年3月，山东省滨州市生态环境局博兴分局下发《关于进一步加快彩涂板行业环保整治严格整改要求的通知》，要求博兴县彩涂板行业“2020年3月31日前完成企业环保监管设施、VOCs在线自动监控设施建设；2020年4月30日前全部完成VOCs治理设施升级改造并完成调试运行。自2020年5月1日起未提出验收申请的彩涂生产线一律实行停产整治。”
5月以来，滨州市生态环境局博兴分局继续保持高压态势，加大监管力度，针对板材行业VOCs治理设施升级改造情况进行执法大检查。
据统计，五一节日期间，滨州市生态环境局博兴分局执法人员由局领导带队，分成4个检查小组，共出动执法人员111人次，执法车辆40辆次，累计检查企业179家次。环保执法人员对全县彩涂钢板行业VUCs治理设施升级改造情况进行了全面的督查。督查中发现，三分之一的彩涂板企业已根据VOCs治理设施升级改造的要求进行整改，三分之一的企业正在积极改造中，余下三分之一的企业观望、等待情绪较浓，整改进程缓慢。
据统计，截至目前，博兴地区约75%彩涂生产线处于停产状态，复产时间待后续公布。博兴市场彩涂生产线共193条，设计年产能2740万吨，正常情况下产能利用率维持在55%-65%之间。初步估算，本次环保大检查日均影响彩涂产量在4.5万吨-5.2万吨之间，主要影响为0.3mm规格以下的薄板彩涂。

According to statistics, during the May Day festival, the law enforcement personnel of boxing branch of Binzhou ecological and environmental bureau were led by the Bureau leaders and divided into four inspection teams. A total of 111 law enforcement personnel and 40 law enforcement vehicles were dispatched, and 179 enterprises were inspected. The environmental law enforcement personnel conducted a comprehensive inspection on the upgrading and transformation of VUCS treatment facilities in the color coated steel plate industry in the whole county. During the inspection, it was found that one third of the color coated board enterprises had carried out rectification according to the requirements of upgrading VOCs treatment facilities, one third of the enterprises were actively transforming, and the remaining one third of the enterprises had a strong wait-and-see mood and the rectification process was slow.
According to statistics, up to now, about 75% of the color coating production lines in Boxing area are in a state of suspension, and the resumption time will be announced later. There are 193 color coating production lines in boxing market, with an annual design capacity of 27.4 million tons. Under normal conditions, the capacity utilization rate maintains between 55% and 65%. According to the preliminary estimation, the average daily impact of the environmental protection inspection is between 45000 tons and 52000 tons, and the main impact is the color coating of thin plates below 0.3mm.
